I believe that it is likely that the Peckovers came from Northamptonshire or Cambridgeshire. They might have originated in Norfolk since British Chancery records for 1493-1500 lists a William Pekover living in that county.
The same records dated 1518-1529 lists a John Hartwell living in Northamptonshire.
It might be worth looking at Ancestry.com.uk because there is a listing in the section for members researching trees ,that lists various Hartwells living in Bedfordshire in the 16th century. It might be worthwhile getting in touch with them.
